This photo uses a shutter speed of about 200 because it captures all the actions of everyone throughout the image.
The aperture would have to be about 15 to capture all the different subjects and actions in the picture as clearly as it does.
The ISO has to be 800 or over to give the image enough light due to the fact that not only is it nighttime but he had to use a fast shutter speed but a aperture that high.
